Since the release of Windows XP Service Pack 2, a new security feature was enabled with respect to the download of compiled help files (*.chm). To get them to work, you must first locate the files in Windows Explorer and right click on each one selecting Properties. Towards the bottom right corner of the Properties dialog is a button named Unblock. Select this button and then select Apply and OK. The chm help file will now open and work fine.
